Born in Haddam, Connecticut, he was educated at Williams College, Williamstown, Massachusetts. He was admitted to the New York Bar in 1828, and worked to reform the judiciary sys- tem. An advocate of codification, he was appointed by the state in 1857 to prepare penal, political and civil codes, of which the first was adopted by New York, and all by other states.
